Aserai infantry at lower levels is weak, like you said, but their Royal Guard units wreck. Sturgian infantry isn't as helpless against cavalry as people think. Get a solid wall of spearmen and axemen, put them in a square or circle, and they can wait out the Aserai arrows, and then deal with them when they close for melee.
This has definitely been one thing in Bannerlord that has aggravated me a lot. I think it's also especially present in ranged troops hence why they're as powerful as they are. Having an elite infantry unit get one-shot by a low rank sea raider throwing fishing harpoons has made me put my face in my hands on multiple occasions.
