Normally it's better to get persona cards as you'll need personas of each arcana (type) to help rank up social links faster eg. Magician Arcana for Yosuke, Chariot for Chie etc. It also helps make fusing other better personas easier since you'll likely own the required personas for the fusion you want immediately.
