In The Walking Dead, people can be infected by scratches as well as bites. In 28 Days Later (I know, I know - not technically a zombie movie), people can be infected by blood/fluid splatter. This is fairly standard modern zombie lore. In fact, I think the devs are being pretty generous with the lower percentage chance of infection on the scratches.

The zombie infection is different and doesn’t require a wound to become infected. It uses the same moodlet so it’s hard to tell if it is that or a wound infection if you get both. #1. Falls, broken glass, tripping on your ass when you're tired and uncoordinated, car crashes are a big one.
