Any pawn with a tribal backstory will have a natural focus in their information page, which means they can meditate at a anima tree which makes it grow grass. Get 20 grass and a tribal can get a new level. yeah, its kind of hard to level psylinks if you dont engage the empire at all sadly. Keep doing quests.
