That would be in the govenor. If the filter is in question, I would expect a fast surge up to mabey 1000 rpm, and then settling more slowly back to idle.

Mark the order that they come off the pump, this will prevent a major headache when you put them back on. Then pull the injectors out. The easiest way is with a slide hammer.
