From looking at the decompiled code, it seems to give a 1.3 multiplier (or +30%) to characters tagged as "flat". The image is also scaled by 1.3 to reflect this value. After testing between Ame and Ina with both LV1 Cutting Board, Ame's board has a width of 126 pixels while Ina's has a width of 164 pixels. 126 x 1.3 = 163.8 so it checks out.
Not sure if this is new but this is an Immortal (or nearly immortal) Mumei build.
