So at some point I updated Windows and my ACT overlay was no longer showing up in fullscreen mode. I don't have a second monitor (or a laptop good enough to run in windowed mode) but I managed to find a quick fix. In the game > system config, just switch your resolution to a different one (ex. 1680x1200 (48hz) to 1680x1200 (60hz)).
The different bars are showing, the testmode is showing me right location, job etc etc, but it's not actually working. When I hit the dummy nothing happens, the plugin stays in "place holder" mode. The ACT parser is working fine, if that's any indication.

The first thing to check is to see if your game in question is actually writing to a log file. If ACT's title bar does not say "Log Active" in it, you may have the wrong log file opened or the game is not actually writing to that (or any) file.
