I wanted safe returns better than my HYSA and even the 4 week bills had that, so I jumpstarted the ladder with 4, 8, 13, 17, and 26 week bills all at once for 4 weeks. Then I purchased 8, 17, and 26 week bills for one week and 17 and 26 week bills for the remaining weeks until the ladder was filled out.
