According to the ES:Wiki you need to hire a Steward before getting a prompt to build animal pens; so I’m guessing its bugged from doing it the “wrong” way. I’m too far gone to go back now :- (. The quest seems to break for me whenever I do something out of order.
Only 34 (maybe a few more with DLC, anniversary) followers can be stewards in Hearthfire. This mostly overlaps with with GHP with a couple exceptions either way that I can't remember. This means many (most) of your potential followers simply cannot be stewards.
