Moonveil doesn't so much one-shot as insta-stagger a lot of enemies with the weapon art (the R2 version). A lot of tough enemies get staggered by one L2+R2 and then killed by the critical hit you can follow up with, and a good number of bosses get staggered in like two or three hits from it, too.
It's still pretty damn OP - they nerfed the crazy posture damage on the weapon art, but it still does tons of damage for its speed/range/FP cost - but there's no reason not to use it if you think it's cool. And they are hella fun. The charged R2 attack can hit enemies in the air. I'm pretty sure the only thing that changed with Moonveil is that it's poise damage was slightly decreased in PvP only . Should be exactly the same in PvE.
