Set your Party size and Party Level, and choose your Encounter Difficulty. Use the buttons to open slots for each creature at your preferred levels. You are limited up to the Budget XP for the encounter. Click on an empty slot to search for a creature of that level. Drag and drop a creature from the creature table to any slot of the same level.
